VAT Compliance in South Africa: What Businesses Need to Know

When does a business need to register for VAT?

From 1 April 2026, VAT registration is generally compulsory where the value of taxable supplies exceeds, or is expected to exceed in the circumstances prescribed by SARS, R2.3 million in a consecutive 12-month period.

Businesses below the compulsory threshold may qualify for voluntary VAT registration. The general voluntary registration threshold is currently R120,000, although specific requirements and exceptions apply.

It is important to monitor taxable supplies rather than simply relying on accounting profit when considering whether the VAT-registration threshold has been reached.

VAT compliance involves more than submitting a VAT return

Registering for VAT creates ongoing responsibilities.

A VAT vendor generally needs to maintain appropriate accounting records, issue compliant tax invoices where required, correctly account for VAT on taxable supplies and retain the documentation necessary to support input-tax deductions.

The accounting records should also reconcile to the amounts ultimately declared to SARS.

Output tax and input tax

In broad terms, a VAT vendor accounts for output tax on taxable supplies made and may deduct qualifying input tax incurred in carrying on its enterprise.

However, being VAT registered does not mean that VAT on every business expense is automatically deductible.

Whether input tax can be claimed depends on the nature and purpose of the expense, the applicable VAT rules and whether the vendor holds the required supporting documentation.

This is an area where incorrect VAT claims frequently create problems during SARS verification or audit processes.

Supporting documents matter

A VAT calculation is only as reliable as the records supporting it.

Businesses should maintain proper tax invoices and relevant supporting documentation for transactions included in their VAT returns. Missing or inadequate documentation may affect whether an input-tax deduction can be substantiated.

For this reason, VAT compliance should form part of the accounting and reconciliation process rather than being treated simply as a return that is prepared at the end of each VAT period.

Common VAT compliance issues

Problems can arise from matters such as:

  • incorrect VAT treatment of income or expenses;
  • claiming input tax without adequate supporting documentation;
  • transactions being recorded in the incorrect VAT period;
  • differences between accounting records and VAT returns;
  • incorrect treatment of zero-rated or exempt supplies;
  • late VAT registrations or submissions; and
  • insufficient monitoring of the compulsory registration threshold.

Where unusual transactions are involved — particularly property, imported or exported goods or services, mixed taxable and exempt activities, or significant once-off transactions — the VAT treatment should preferably be considered before the transaction is finalised.

VAT registrations and SARS verification

VAT registration does not necessarily end when an application is submitted.

SARS may require supporting information to establish that the registration requirements have been met, and VAT matters can subsequently be selected for verification or audit.

Businesses should therefore ensure that their registration information, accounting records and supporting documents are consistent and properly maintained.
